Alcatel-Lucent (NYSE: ALU) $2.18. Alctel moving higher as Raymond James raised its rating from Outperform to Strong Buy, while increasing its price target over 50 percent to $3.50.

Schlumberger Limited (NYSE: SLB) $85.02. Schlumberger higher as Global Hunter Securities upgraded the stock Neutral to Buy with a price target of $97 while Jefferies also became more bullish on the name following quarterly results released last Friday.

Herbalife (NYSE: HLF) $58.86. Herbalife moving higher today amid an earlier announcement that it and AEG Worldwide signed a major strategic partnership that will see Herbalife as the official shirt sponsor of Swedish football team, Hammarby Fotboll Club. Herbalife will also become the club’s official global nutritional partner. CEL-SCI Corp. (AMEX: CVM) $0.17. CEL-SCI reported on a communication from staff of its current listing exchange that it considered the company to be noncompliant with certain listing requirements based on its quarterly report for the period ended March 31, 2013. The Company was given an opportunity to maintain its listing by submitting a plan of compliance by August 19, 2013. The Company intends to submit such a plan by August 19, 2013. Oxygen Biotherapeutics, Inc. (Nasdaq: OXBT) $1.90. Oxygen Bio entered into a $5.4 million equity raise.

Oxygen will issue registered shares of Series C 8% convertible preferred stock (the “Series C Stock”) with an aggregate stated value of approximately $5.4 million, which are convertible into common stock of the Company at $1.95 per share. The transaction also provides for the issuance by the Company of registered warrants, exercisable for six years, to purchase up to an aggregate of approximately 2.8 million shares of common stock of the Company with an initial exercise price of $2.60.
